Journal Prompt: Dumping solid waste into the ocean is an easy, inexpensive way to get rid of garbage.  Do you think cities along the coast, especially in countries that don't have a lot of money, should be allowed to dump their garbage into the ocean?  Why or why not?  What elso could they do with their garbage?  (NO LESS than 5 sentences)
